Quick Answer: If you import wooden toys into the EU, three regulatory changes converge between now and 2027: the EUDR due diligence deadline (December 2026), the EN71-1:2026 update covering glued wooden components, and PPWR packaging chemical limits already in force since August 2026. A supplier who can link each shipment to the right documents and the right test version will keep your goods moving. ESATOYS — the export brand of Wenzhou Times Arts & Crafts Co., Ltd. — has served EU and US buyers for 24 years. Here is what to confirm before your next order.

Deadline 1: EUDR due diligence — December 2026
The EU Deforestation Regulation (EUDR) requires proof that wood did not originate from land deforested after 31 December 2020. Large and medium operators must comply from 30 December 2026; micro and small enterprises from 30 June 2027.
A common assumption among wooden toy buyers is that toys are automatically outside EUDR. That assumption is risky. Scope is determined by the Annex I HS/CN code list, not by whether the product “feels like” a toy. Some sources place toys with wooden parts in scope; others note that CN 9503 wooden toys generally fall outside EUDR because that code is not listed in Annex I. The practical takeaway is not to guess. Confirm your exact CN code with your customs broker before assuming either exemption or obligation.
If your code is in scope, your EU importer becomes the operator and must submit a Due Diligence Statement containing the country of harvest, geolocation coordinates of the harvest plots, and evidence of legality and deforestation-free status. Your supplier’s role is to provide traceable wood input data — supplier name, FSC or PEFC certificate number if applicable, and batch-level purchase records.
Deadline 2: EN71-1:2026 — glued wooden components face new abuse testing
EN71-1:2026 was published in January 2026 and replaces the 2014+A1:2018 version. One change directly affects wooden toys: requirements for children under 36 months now explicitly apply to glued wooden components, and glued wooden parts must undergo soaking before tensile and other abuse tests to simulate long-term chewing.
This matters because glue joints are common in wooden toys — wheels, pegs, decorative pieces, hinged parts. A product that passed the old test method may not pass the new one. Ask your supplier which EN71-1 version the test report cites, and whether glued components were soaked before testing. A report referencing EN71-1:2014 is not the same as one referencing EN71-1:2026.
Deadline 3: PPWR packaging rules — already in force since August 2026
The Packaging and Packaging Waste Regulation (PPWR) applies from 12 August 2026. Packaging must meet ultra-low chemical thresholds: total concentration of lead, cadmium, hexavalent chromium, and mercury limited to 100 mg/kg, with specific PFAS limits for food-contact packaging. From 2030, packaging must also meet design-for-recycling requirements, typically Grade C or above (at least 70% recyclability).
For wooden toys, this affects printed boxes, inks, adhesives, laminates, and any plastic inserts. A retail box that looks compliant on the outside can fail because of the ink or coating chemistry. Ask your supplier whether packaging materials have been assessed against PPWR Article 5 chemical limits, not just whether the box “looks recyclable”.

What to ask your supplier before your next EU order
-
What is the exact CN code for this wooden toy, and has it been checked against EUDR Annex I?
-
If EUDR applies, can you provide harvest country and geolocation data, plus FSC or PEFC chain-of-custody records?
-
Does the EN71-1 test report reference the 2026 version, and were glued wooden components soaked before abuse testing?
-
Have packaging inks, coatings, and inserts been assessed against PPWR Article 5 chemical limits?
-
Can you link each shipment to the batch, the wood input, and the test version used?
