Quick Answer: Since 8 July 2026, US importers of children’s products — including wooden toys for ages 12 and under — must electronically file Children’s Product Certificate data through ACE at the time of entry. A CPC held as a PDF on file is no longer enough. The data now travels with every shipment, and there is no minimum-value exemption. ESATOYS — the export brand of Wenzhou Times Arts & Crafts Co., Ltd. — has supplied US buyers for 24 years. Here is what the rule means for your wooden toy shipments.

What changed in July 2026

Before July 2026, importers of children’s products needed a CPC, but it was usually kept on file and produced only if CPSC asked for it. The certificate did not automatically travel with the customs entry.

Since 8 July 2026, that has changed. The importer’s customs broker must transmit structured certificate data into CBP’s Automated Commercial Environment at the moment of entry. CPSC then reviews that data close to real time to help target higher-risk shipments.

The underlying safety obligation did not change. What changed is how compliance is communicated — from “available on request” to “filed with every entry.”

Who must file — and what counts as a wooden toy

The rule applies to importers of record, domestic manufacturers, and private labellers of CPSC-regulated products, including Amazon sellers and direct-to-consumer brands. Children’s products for ages 12 and under — including toys — are explicitly in scope.

There is no de minimis exemption. Even shipments valued under US$800 that claim Section 321 duty relief still require eFiled certificate data. CPSC has stated this explicitly, and it catches many small-parcel and sample shipments off guard.

If your wooden toy is classified under an HTS code on CPSC’s in-scope list — and toys generally are — eFiling applies.

The seven data elements that must travel with the entry

CPSC requires seven key data elements from the compliance certificate to be transmitted through ACE. The practical ones for wooden toy importers are:

  • Product identification: GTIN, model number, SKU, UPC, or another unique identifier that matches the actual shipment

  • Applicable CPSC rules: the specific rule, ban, or standard the product is certified against

  • Certifier contact information: name, address, email, and phone of the party certifying compliance

  • Records contact information: who CPSC can contact about the certificate records

The full list also covers the identification of the manufacturing party and the place of production.

A certificate that looks complete on paper but does not match the actual shipment can now hold up goods at the port. CPSC has stated that missing or incomplete data raises an entry’s risk score and can lead to closer examination, even if CBP is not instructed to reject entries solely on that basis.

Where wooden toy shipments commonly run into trouble

The most frequent problems are not missing certificates. They are mismatches:

  • The SKU on the CPC does not match the SKU on the commercial invoice

  • The certificate references an old test report for a previous material or paint

  • The product identification uses a model number the factory changed without telling the importer

  • The certifier contact is a trading company that cannot answer CPSC questions

For wooden toys, material changes are especially risky. A new paint supplier, a different wood grade, or a packaging change can make the existing certificate data inaccurate. If the data no longer describes the product, eFiling does not protect you.

What to ask your supplier before your next US shipment

  • Can you provide the CPC data in a structured format, not just a PDF?

  • Does the product identifier on the certificate match the SKU you will use on the invoice?

  • Which CPSC rule or standard is cited for this specific wooden toy?

  • Who is listed as the certifier, and can they respond to CPSC inquiries?

  • Will you notify me if materials, paint, or production location change?
